This inkstand is made of gutta percha, a natural latex derived from the sap of trees in the genus Palaquium. Gutta percha is like rubber but more rigid. It was historically used for various purposes, including electrical insulation and crafting items like this inkstand.
The inkstand holds two glass inkwells with hinged gutta percha lids decorated with six-pointed star patterns resembling the Star of David. Between the inkwells there is a face above a sweeping garment which forms a utility tray. This central figure possibly represents the Roman goddess Juno, who is often depicted with regal and protective attributes.
