Triple Inkwells with Pen Cleaner?

This inkstand remains a mystery to me. I hope another member can provide more information about this uniquely designed inkstand. The inkstand is unmarked.
In the front are three original clear glass reservoirs, each with a tiny pontil mark on the bottom. Two of these glass inkwells (missing from the third) have a small black tube protruding. Was this for venting?
Behind the inkwells is a milk glass or porcelain reservoir with a center post. This white piece is attached to the frame but loose. I suspect the bonding or sealing material has deteriorated over time. The center post can be adjusted up or down presumably to change the level of the cleaning reservoir.
