This color of this cut glass inkwell is often called Sapphire blue. It was made with six sides, or panels, and a hinged lid that takes those panels up to a point. Each panel is decorated with white enameled birds, butterfly, dragonfly and plants. The images, for the most part, depict wetland type wildlife and plants which were possibly inspired by the blue glass.
The enameling on this inkwell is still in pretty good condition although as generally happens with these, some has been rubbed or worn off. The base is definitely rubbed from being moved around. There is no insert. I am not certain whether it would have had an insert originally or not; if it did, it would have been a clear glass one.
